Delbert E. Winn is
President and CEO, QuesTech International, Inc., a worldwide provider
of legal and business financial consulting services for the
international community headquartered in Alpharetta (Atlanta), Georgia,
U.S.A. with affiliated offices in New Delhi, India, Bangkok, Thailand,
Jakarta, Indonesia and Beijing, China.
Prior to forming QuesTech, Mr. Winn held several prominent corporate
positions with international companies including serving as V.P.
Business Development and International General Counsel for InterDigital
Communications, Inc. (NASDAQ: IDCC), a worldwide wireless
telecommunications equipment manufacturer and technology licensor.
Mr. Winn is an acknowledged authority in areas of international
business development, overseas manufacturing, transnational joint
ventures, product sales and distribution, intellectual property
protection, overseas profit repatriation and negotiating with private
parties and foreign governments.
Mr. Winn has negotiated and written over 300 joint venture agreements
in 38 countries; has successfully established sales and distribution
operations in 54 countries on 6 continents; has been responsible for
starting and supervising telecommunications equipment manufacturing
operations in Brazil, China, Thailand, India, Indonesia and Venezuela
and has structured and negotiated 11 domestic and 4 international asset
acquisitions ranging from $10 million to $600 million.
Mr. Winn has been affiliated with Arter & Hadden, a law firm
chartered in 1843, and a partner in Hilborne Hawkin & Co. a Brunei
law firm. His clients have included Boeing Aerospace (Seattle, WA);
BellSouth Corporation and BellSouth International (Atlanta, GA);
Chevron USA (Denver, CO); Contel Cellular, Inc.(Atlanta, GA);
Electromagnetic Sciences, Inc. and LXE, Inc. (Atlanta, GA);

He is a graduate of the University of Michigan and the University of
Mississippi School of Law, where he received the American Jurisprudence
Award for Excellence. Mr. Winn has been an invited speaker on
international business and legal matters by the Croft Foundation,
University of Mississippi, Oxford, Mississippi, the Terry School of
Business, University of Georgia, Athens, Georgia and the J. Mack
Robinson College of Business, Georgia State University, Atlanta,
Georgia to name a few. Mr. Winn and his family reside in Alpharetta,
Georgia, U.S.A., a suburb of Atlanta.
